How to take such photos (In Night) with CANON 550D ?

How to do such photos without noise, and with that clearness ?
What are the techniques used ? in terms of lighting, ISO, Shutter Speed and Aperture ?

Choose a low ISO, generally the higher the ISO the more noise you will get, Most cameras do a good job from 100-400 range.
Get proper exposure. If you have to go to a higher ISO, don't under expose or lower the exposure compensation.

Without seeing the image not much else to say.
