I can't figure this out in Photoshop ... it must have a simple answer ...

sometimes I can enter numbers into those boxes using the keyboard and other times they appear darker grey and the only way I can change the values is by using the sliders. Using the sliders the numbers go up by 2's and if I can't use the keyboard I am out of luck if I want to put in an odd number.

There must be some simple explanation for this. Anyone know how I can make it so that I can input numbers manually?
