In my opinion , if you're new to photography and on a budget there's probably no better camera then a Pentax K1000 (that is assuming you're looking for a 35mm camera). It's entirely manual, which is perfect for learning and it's cheap.
You should be able to find a k1000 on ebay for less then $100. If not ebay you can find them at most second hand stores and camera shops. The money you save can be put towards a second lens, tripod, flash, etc.

The only camera I own is a Pentax K1000. I bought it for $75.00 at a pawn shop. I love it. It came with a 55mm lens and I have a crappy after market 70-210 zoom lense which I bought during my more ignorant days from a commission hunger sales person. (I am still ignorant, just not as much).

The camera itself has never let me down.

Thanks lots guys! :D
