For E-6 development. It's roughly around $30 cad per roll, just develop and scanned. Would It be worthwhile to either send out to develop, or to buy the chemicals and a decent scanner?

Buy a deisent scanner, that should cut the price of sentout processing in and of it self with superior digital convertion results. as for the cost effectiveness of the rest of it I don't know, I assume it would be more cost effective to process on your own but, I'm assuming on that.

That does seem very high, but it depends on what survive is like.
Want is the quality of scans?
What is the turn around time?

Recall the last time I had E6 processed it was around $10-12, that was for same day development only, I've got the Nikon Coolscan V the price is between 550-650ish, it's very good but you should be able find a nice 35mm scans in 200-300 range
