Is f/2.8 fast enough for city photography?

The second photo looks more like Pisa than Roma.

I went to London with my 24-70 f/2.8G
on the second day, i ditched it and only used my 50mm f/1.4G
the Third Day...I only used a Lumix GM1

go with the lightest combination if you're going to be walking lots.
