Yes, meaning that their cheap tele zooms in the $100-$200 range arent great lenses, just by having the name Canon or Nikon on them. Since the OP clearly wasn't asking about purchasing a high dollar pro lens, the pickins are pretty slim in the price bracket he is looking at.
