ISO Video Editing Software for PC/ Layer Videos Needed

Looked back over a year before posting what is most assuredly a topic that has already been asked. So here goes.

I am looking do begin making how to videos. I have Windows Movie Maker. I can sync a soundtrack to the video I am using. I cannot, however, layer a second video so that I can switch from one camera view to the next. I know I can take the time and stitch the things end to end. But if there is one one software that is affordable (read free, yeah I know you get what you pay for) that can pull this off I would love to know about it. I have looked at numerous online already. But if you all have personal good experience with a particular program I would sure love to hear about it.

maybe try premiere elements you can find it for fairly cheap.

And note my surprise when I open that old Photoshop box and find Premier 9 in there, S/N and all. Thank you. Now to it.
