If it is precisely the border on which you are asking our opinion or even critique then I must say that your inkling is right: it is quite distracting. The crop on the bird gets too tight by it, too, I think.
Could we perhaps see the original?
Or have you toyed with some other border ideas? Just a thin white line and a somewhat bigger black border?

Thanks for looking, what I have tried to do is change the background that thebird was actually in, to give a different effect

I do like the border.. bus as photo goes... I'd play with levels and white balance... see that "whites" are a bit blue
