Light meter on Canonet 28 won't work.

The light meter on my new canonet 28 won't work. The needle jitters a little when I push the shutter. I put a new canonet battery in it, but the needle still only jitters a little despite trying different light levels. I took the camera top off, and nothing looks corroded or broken. Any idea?
