Lighting Question

I'm interested in getting some lighting equipment, ut I'm not sure where to start!! I look at the options online and I get more than slightly overwhelmed! So... ideally, I'd like a quality set up that won't cost me a ton of money. I'm just not sure where to start! And, possibly some ideas of lighting that I could use out and about, like a strobe maybe? I'm not sure what all this stuff is called!! haha

Do you want to be portable or just 'in studio'?

haha sorry!
I'll be shooting mostly people, and a few animals, but portraits.
Ideally I'd like to have 'in studio' and some portable options, but I'd go for portable first.
Budget isn't really an issue, but I still don't want to drop a mint if I can get something quality for a cheaper price. I don't really think more expensive necessarily means better in some cases, so I just want something good and sturdy.
