Long shot...

I've tried processing this different ways but can't seem to get what I want out of it. I'd like for every layer to stand out. Any ideas?- Please feel free to edit this shot.

I'd try selective sharpening, near stuff sharper, far stuff blurred.

Or maybe selective desaturation, near stuff more intense colors, far stuff desaturated and with a blue tint?

Your "layers" are actually planes joined edgewise, so it might be really hard to get differentiation between them (ie it would be much easier to get the effect with layers of mountains, buildings, or walls).

I think maybe focusing on the rocks in the background would have a better effect, maybe photo-editing the sky to make it a bit brighter...
