Okay, I do a lot of low light shots using a speedlight 430ex with a Canon 350D

I find that 800 or 1600 ISO handheld with the flash still results in blurred pics. I happened to shoot a few at 100 iso with the flash, and they freezed the motion perfectly (though the background was darker of course).

Any tips? What is the ideal ISO for lowlight with a flash? Should I stick with a lower ISO?

What settings are you using on the camera? It sounds like your in a basic mode, otherwise you'd know what shutter speeds you were using (which is where the blur is coming from).

Put the camera into Tv mode and set the shutter to 1/60 and the ISO to 100.

I agree. Your shutter set too slow. Another fix is to use a smaller aperture to cause the flash to freeze the motion and not get as much ambient light through the lens.
