I'm not sure if I'm gonna be using this film right.

The situation is:
Near total darkness.
Glowing of glow in the dark paint as the light source.

If details are needed on the idea, I can provide. :3
I know 1/60th of a second for shutter speed can freeze time, *which I will be needing to do* should I just stick with as slow of a shutter speed as I can get, with a wider aperture? o;

I'm talking very very very low lighting here. I know 3200 is good for dim, but what about basically no lighting at all?
 
a photograph can only be taken with light. fastest ISO, largest aperture and slowest shutter you can manage to get the effect you want. Effect ? how much glowing paint in how big of an area. if you need to freeze time I wish you luck if you are trying to light the world with nothing more than a match.
 
I think we're going to need more information on what you are trying to accomplish and with what (aside from 3200 ISO film). What lens will you be using and at what focal length? Will your subject be moving? Are you manually focusing? What is the max aperture of the lens you will be using and how shallow of a DOF can you live with?

There's no real effect I'm trying to accomplish. I just thought the idea of photographing someone coated in glow paint would look awesome. :3

I had to scratch the water gun idea, the water heavily filters out a lot of the glow in the paint.

The largest aperture I can get on my camera is a 4 on manual. I just want to photograph my model in near darkness, however, the glow from the paint is very, very bright.
