Need a lil' help!

I have encountered a problem...

How do I stop the neon glow from washing out the image whilst retaining a decent amount of light on the main subjects?




(If you're wondering i'm the guy wearing the white Bandana)

Use a flash to expose for the subjects and adjust the shutter speed to control the exposure of the background.
