Need advice spending $700 please!

I have been into amateur photography for 20 years now, but 6 years ago I had to sell my gear to pay for a custody case. So Im now in the process of rebuilding it.

As of now I have a Canon 50d and a canon 28-135 is lens. I had the 75-300 III as well, but recently sold it because I could not stand its quality.

This week I can spend up to $700 or so on new gear and Id like some advice please.

Im primarily a telephoto shooter. Dont know why, but getting in close and tight on a subject seems to be my style.

Ive researched lenses for weeks, and both the Canon 70-300 ISM and the canon 70-200 F4 non ism stick out. I think Im siding with the 70-200 because of the quality of the lens itself, but there are several 3rd party f2.8 lenses that are in that price range as used.

Id very much welcome any input you may have.
 
I'd say 70-200mm f/4L
or save up more and look at:
70-200mm f/4L IS
70-200mm f/2.8L
70-300mm f/4-5.6L IS
100-400mm f/4-5.6L IS
70-200mm f/2.8L IS
The prices quickly get up there but you could also look at getting a used 70-200mm f/2.8L Mk I which is still a superb lens.

hard choice! I have the 70-300 IS and it's great! It's a bit loud though... I've used it at the zoo & civil war reenactments... will be my first choice for airshows, whenever I need reach, & paparazzi photos! However, I believe the 70-200 will be sharper, has a red ring, be white in color, but with less reach... for portraits, i'd prefer the 2.8 due to lower DOF... for subject isolation (such as portraits), I prefer to use my fast prime lenses...

so, I guess it depends on what other lenses you have or are planning to get & what you like to shoot...
 
you might need a bit more for a good tele.. i was thinking 70-200, but that runs about 1600..
 
Since you're already covered to 135, why not the 200mm f/2.8L prime?
