Need help with getting lens

I am totally new to the camera world,currently just got myself a nikon d3100 and I want to close up picture,which lens will be best for close up?

by 'close up ' do you mean portraits where your subject is a few feet away or macro photography where you take pictures with relatively higher magnification?

Used Tamron 90mm f2.8 1:1 macro can be had for. And quite popular macro and doubles as a great portrait lens.
Seen them used on craigslist for $300-$400 range also going rate on eBay.

The Tokina 100mm f/2.8 macro is also highy regarded and close to your budget. Used ones go for under $400. (got mine off KEH for $370)

Edit: just realized you said this would be on a D3100. Go with the Tamron if you want autofocus.
