Need Help with Lens Filters.

I have the nikon 16-85mm. It has a 67mm Filter Thread.
Im looking forward to taking some long exposure seascapes at the beach and i've decided to buy a polarizer.
I read that Hoya filters are good and its the only good brand available in india, so im looking at those. My Budget is $50-100. Would i need an ND Filter as well to get the shots i want?

Well, I can only afford a circular ND filter so which would you recommend?
 
well the Circular ND filters come in different light reduction.

So it's all dependent upon what is needed at that particular time of day, and what target you need in terms of exposure time. --> Neutral density filter - Wikipedia, the free encyclopedia


For instance
I use a ND2 when it is really bright outside so that my camera doesn't need 1/8000 shutter speeds.

I may use ND4, ND8, ND16, ND64 or ND1024 to capture a waterfall and get that silky smooth water action. The key is getting shutter speed to 3 seconds or longer depending upon the results you are looking for.

So when it comes to ND filters it really depends.

Also, the darker and ND filter is the better quality you really need.
I bought only B+W ND filters for their quality.
The SIngle Coating ones are not that expensive for your budget of one.
For example in US dollars from Adorama --> B+W 67mm ND filter : Buy or Learn at Adorama
