need help with pic editing ..

I need help editing my dad’s photo. My dad past away last year and I would like to order metal print to put at the cemetery. I have picture where he stand with his brother and sister. I need to remove them from the picture (replace with the black background).
Metal prints would be 11x8 in, and I know that picture I have does not have enough pixels to be that big. I would like to position dads picture in the middle(the biggest size possible based on picture quality) and make background around him black.
Hope I made it clear what I want. I know for people who use Photoshop on daily basis this is probably 5 minutes job. Can someone help me with this? I can email picture.
