whats the biggest 35mm image you can develop without making it blury to much?

It's affected by a lot of variables such as:
photog's opinion
viewers' opinions
viewing distance
subject matter
film choice: ISO, grain, etc...
lens quality: camera and enlarger
print quality
camera shake/tripod/mirror lock up
and many others.

In general, for my work if I have any intention of going larger than 8"x12" I'll probably choose a larger format than 35mm. I have printed from ISO 100 35mm shot on a tripod up to 16"x24" with satisfactory results. Many others regularly go larger with 35mm. I have the option to go to medium format and 4x5, so I usually do.

Do you mean, when you can see the grain, or it doesn´t look sharp?
Big difference.
400 asa films can look grainy at postcard size, whereas 1.5 x 2m prints may look amazing although the grain is huge.
As said above...depends on a lot of factors, but mostly on what you are shooting, why, and what you want to show.
