Nikon D7000 but what package for landscape?

I have owned a Nikon D90 with the 18-105 lens and had to sell it long story but i'm going to be buying a D7000 next week and i'm unsure of what lens i should get. I'm really only going to take landscape pictures as i live in Alberta and have good mountain veiws lakes and waterfalls. I was thinking of getting the D7000 body plus a Tokina 11-16 but as that is all i can afford at the moment i'm not sure if the toknia will limit what pictures i take for instense i know i could take a lovely mountain landscape with a lake infront but then could i go to a creek with it or waterfall and it will not to to wide? So there is two kits i'm thinking of a kit with a 16-85 lens for $1679 or the 18-55 kit for $1099 or do i get the Tokina 11-16 i have searched the internet and the Tokina seems to be the best landscape lens out there. I'm also going to get a remote and a filter what filter should i look at getting for long exposure waterfalls? I already have a tripod thanks for any info john.
