Nikon D90 battery charger question

I just bought a new MH-18a charger off of ebay because I lost the one that came with my D90. When I plug the charger in and insert the battery none of the lights on the charger light. I checked the charger with my voltmeter and I'm getting 8.36v DC. I was wondering if the charger is working right but maybe the lights don't work? If someone could check their MH-18a quick charger to see what voltage they're getting that would be great!
