I know you can use noise reduction techniques on digital photos but i'm getting a LOT of noise on my photos even at 400 ISO and on occassions at 200 but that's in low light so it's more or less expected.

Does different white balance settings greatly effect noise on images? Any programs or plug -ins recommended for noise reduction for CS2 on a PC?

There are a number of ways you can reduce noise. I've found that the best way is to ensure that no in-camera sharpening is applied at all, run through a mild neatimage filter and then sharpen in post process after resizing.

Correct exposure is also important to avoid noise. If you're doing long exposures then turning the in-camera NR on will also help.

I shoot almost exclusively at ISO400 on my D70 and don't get any real noise problems at all.
