Based on the fact that it's un-shielded wire running down the pole, it's probably safe to assume that it's a grounding line.

Nothing. There's zero current. This is the same as the bare, copper grounding line in your home, likely attached to the water supply pipe (if it's copper/iron) or directly the to the breaker panel.
