Photo clarity editor- need to adjust photo to identify car registration number plates

Is there any software available?
I have a screenshot image from a video of a car number plate that needs identifying.
It is not a regular car with rego ABC-123 but different (see screenshot attached), can you identify it?

136kb for the whole image leaves about 3 or 4kb for the number tag itself. Thats basically no data at all.

Doesnt look like a government issue tag, with that central vertical line thats taller than the other characters, and also the symmetrical spacing with the empty space either side of center. Its too stylized compared to a typical official tag.

It might be the model number of the car or some other nonofficial front tag. The makers logo is KIA.

While theres too little data in that one frame, if you have about ten consecutive frames from the video then you have a chance that software will recognize more detail by combining similar frames. Thats pretty much how "EZ Pass" vehicle tag readers do it in real time with vehicles passing at highway speed.
 
Maybe your local law enforcement can identify it.
 
Google Lens says it is a Kia Cerato (Australia) or Kia Forte (US). Looks to be a 2023 model.
