I've been working on different settings on manual mode. I love the blurred background (I think its called Panning) but my mare's legs are blurred. So I made some changes about a week later and got all of the horse in focus but the background isn't blurred.

Then I took some pictures of my valentine's day gift, tulips.

What do you think and what can I improve on.

It would be appreciated when you have more than one or two images for which you are asking C&C, if you number them. This makes it a lot easier for the reviewer to refer to a number, rather than having to flip back and forth to determine - was this the third or fourth image? - most folks, including me, are not going to review more than a couple of images if they are not numbered for reference. Thanks.

I can see em now.
Not bad. I kinda liike the selective colored one.
If only the flower wasn't so close to the right side of the frame.
 
What camera are you shooting with?
What focus settings did you use when panning?
I tried to view the EXIF data for the shots but it's not available.
 
Need to see the Exif data on these.. how did you shoot them?
 
I love #3, however, I think The rule of thirds would have made this a stronger photo. I am not sure what is going on with the color in the flowers, but doesn't seem bright and vibrant, unless that was the look you were trying to achieve. I can't see your exif data either, but it almost looks like you used a flash for the flowers causing the colors to look washed out.

Panning blurs the background because the camera is moving, like in #1. In #2 the camera is not moving so the background has to be blurred by controlling the depth-of-field.
Understanding Depth of Field in Photography

Shutter speed is motre often used to stop motion. A faster shutter speed is usually need if the motion is parallel to the camera image sensor, like in #1, but panning reduces the speed of subject movement to nearly zero excluding the motion of the horses legs becuase they are moving faster than the horse's torso.

In #2 the horse is moving perpendicular to the image sensor and less shutter speed is needed, but lens focal length, focus point distance, lens aperture, and distance to the background all affect how blurred, if any, the backgound is.

Managing both the shutter speed and the lens aperture to both stop miotion yet blur the background requires a fairly in depth understanding of how the camera and lens work.

If you want to get good C/C for your level of photography you need to learn to include the EXIF data with your photos so sensible suggestions can be given.
Try to stick with one topic per post - you have horse pictures and flower pictures.
