Took this during a rainstorm at high tide. Fixed it up a bit using GIMP including using the "oilify" filter.

It's the end of an old pier jutting out into the Hudson River in New Jersey. It's just outside my apartment and I see it a lot, but it looked pretty cool with the rough water and high tide.

not sure the filter did it any good. lacks some contrast maybe ... and it seem quite out of focus.

does not do much for me sorry, except it reminds me of the sea, which is always nice.

It looks better when bigger when you can really see what the filter did, but I can see why you think it looks out of focus (it isn't). Despite not being much of a Gerhard Richter fan, I kind of like how the filter makes it look a bit unreal.
