PS CS3> open as> CAMERA RAW not in menu- help

Can others edit my Photos
Photos OK to edit
I'm trying to help a friend and her CS3 doesn't have camera raw in the drop down menu when clicking file> open as>...

Does anyone have a quick fix?
 
Update the software? Maybe her camera is so new CS3 doesn't recognize it unless it's updated.
