PS question on actions

Hey, I have a layer I want to install on photos with an action. Is that possible? Not sure how to go about it. Thanks

Scratch that question, now I have another. According to a couple tutorials I've found, I can align a text in an action by either percentage of pixel height and length, or by set pixels. I changed the ruler standards to pixels and applied a copyright symbol and year to where I thought it'd be, but it did it by percentage instead of set measurements. Any suggestions? Thanks.
