PSE9 Actions or Similar?

I'm using PSE9 for now, and while editing is pretty powerful when it comes to color/exposure correction and such, I need actions! I (for sake of consistency) put a 24 pixel stroke around the edge and my logo in the bottom right in all of my facebook posted images and I want to do this in batch...if possible...in PSE9. I have figured out the stroke in PS CS5.1 but I only have a trial, so I need it in PSE9. I think PSE10 can do it, but can 9? Or is there a faster way then Select All -> Edit -> Stroke then press B and place my logo brush?
