Rawtherapee for the rough editing and converting the images to .jpg
Gimp for detailed smaller stuff and other manipulations.

I use to use it, and imo it is one of the best free bits of software out there.

I first started editing using RawTherapee - I've since downloaded it again, but as I use LR/PS I've not tried the newer version of RT. It is a very competent editor for RAW adjustments.
