One case where the rule of thirds is regularly broken (and in fact, really just doesn't apply often at all) is landscape/cityscape photography. In those cases, it's best to get 1/5 sky or land/city. It's more pleasing to the eye, and draws more attention toward whichever you fill the frame with (sky or land). Having much more than that muddles things and distracts the eyes from the vista you're trying to portray.

The "Golden Section" refers to the Golden Ratio, developed in ancient Greece by, well, Greek mathematicians. Without going into the math behind it (which is beautiful in and of itself), they're essentially more lines to follow when composing an image. Here's a short description of them.
