Its been raining quite a bit lately and Ive been trying to get some good shots but Im worried about getting my equipment wet. I found a rain cape online for my camera but its 150 dollars. It has a built in glass that attaches to the filter threads of my lens. Is this what I need or are there cheaper options?

What about a plastic bag + elastic bands. It works for me, I've just got a prime lens though... It might not be as easy with a zoom lens.

I was thinking about that but Im not sure I want to shoot through plastic. Are your pictures clear?

You don't need/want to shoot through the plastic, just attach it to the front of the lens and leave the front open. You might want to use a UV filter, a lens hood or both.

What about an umbrella hat? http://www.theumbrellahat.com/

Yeah, you cut a circular hole in the front of the bag so you can have the lens poking out slightly.

EDIT:

Jesus Mike, that's the second time tonight. You're too quick. Fiddlesticks...
