Shrink JPG File Size

How can I shrink a 400Kb jpg file to a 64Kb (or less file) so I can upload it to my RAZR for a photo ID?

do you have photoshop?
if so:
go to Image> Image size> 100 x 100 pixels > save as > JPEG > Quality = 6 > transfer file to phone

if not:
www.photobucket.com > create an account > verify account > browse > find the image > max size = Thumbnail > upload > copy URL to your address bar > right click image > save as > transfer new file to phone

Also, make sure you convert the image to 72 dpi.
