Slow Shutter Speed

WHile using SLow shutter speed like 1/15 to get moving subject what are the things i hv to becareful to get as moving motion of subject (eg running man)

I have tried some shots and print, but could not see any blurred on picture, i can get picture same as fast shutter speed, do i hv to take picture from very close to subject, do my background effects?
Please give me some suggestion!

If something is actually moving with any kind of speed in the frame, you should be getting blur at 1/15. You will see more the close you are, but unless you are quite a distance back, you should see at least some. Can you post an example?

Are you using a flash? A flash will freeze the movement of the subject.
