as the name implies, what could I have done differently here?

Are you shooting digital, or film?

A bit more exposure overall would have helped. This is pretty low key. A graduated ND filter would have helped bring out some detail in your foreground. If you are shooting digitally, you can take two exposures (using a tripod and not moving). Take one where you expose the sky for the best drama. The second exposure will focus on getting shadow detail in your foreground. You can easily combine these two exposures in Photoshop afterwards.

I agree with Matt... It needs a little bit more exposure... Something to think about would be to "bracket" the shot (take a picture that is overexposed then another as the camera advises, and lastly one that is underexposed)... That gives you a better chance of getting good exposure...
