Street Photography From A Boat

Looking for some honest criticism or opinions on the following street photo shot from a boat.

Perhaps you could explain a little more about the purpose of the photo?? As it is my attention is immediately drawn to a rather large sign in the middle of the frame. Is this shot about the sign, it feels like it!

I guess I am looking for the subject of the composition... boat, sighn, car... the road is really one of the last things that grabs attention.
