this is probably a stupid question but how is it possible to create frames like this one for example:

and what software to use to create the signatures or water marks? thanks in advance sorry for the stupid question.

You should be able to use Photoshop to create that frame easily.

Im pretty new to the whole photoshop thing, so forgive me if there is an easier way to do the frame.....but I alter the canvas size to frame my pics. Havent used the watermark option yet, but photoshop does have one.

In post processing I mainly adjusted the levels and saturation.

To make a sig with copyright use the type tool. For mine I type my name, hit return, hold down the Ctrl key and on the numeric keypad type 0169. This will give you the copyright symbol, then return. And the last line of my copyright I type "all rights reserved". Then move the copyright to a position the looks good, make any size or other adjustments and flatten the image. You can also make a brush with all this and save it. Then just select the brush and move to a good location, click one time and you are done.
