It would be easy to make with any decent graphics software.

I just want an 8x110 picture with a black background and the word L VE in it with a picture in place of the 0.

I am using Photoshop Elements.

So create a new photoshop document make the background black, create another layer and put your text on it and then make another layer for your image.

I don't see why you need a template.
