I think both are really busy...but black and white helps it.

Black and white is better, but you need more contrast and definition. The harsh daylight combined with the light, unsaturated colours makes it all look kinda flat and pale. Nothing stands out.

I think the black and white looks better. In the colour photo, The tree in the middle of the picture has a different colour to the rest, and stands out like a sore thumb. In the B&W photo, this is helped a bit. However, you might want to bump up the contrast a bit; they all seem merged together.

I mean that there's nothing that stands out to the eye, and it wanders all over. There's patterns clashing all over the shot, and there is clutter almost everywhere.
