I have been using a Canon Powershot S3 IS for a while now, and it has served me quite nicely. However, going into college with a possible interest in a major/minor in photgraphy, I think I should move up to a nicer camera.

I am looking for a reliable DSLR that produces excellent picture quality--that's the most important to me. I also want to focus manually without much trouble. Size and weight are not as much of a concern.. I looked at a Canon Rebel XTi today, but found the stock lens to be...crappy. I've read reviews that talked of many problems occurring with this and the Rebel XT, which I was also looking at...

Basically, I'm not sure what to go with. I want to purchase a DSLR for less than $800 if possible. Any suggestions you have would be excewllent. Thank you very much.

If you like the Rebels, you can of course buy just the body and buy a separate lens.

Buy the xt body and save a little bit and if you have enough money get a 17-50 f2.8 lens from sigma or tamron for around $400 or the great 50mm f/1.8 for about $80. The 50mm should be good enough for you for a while until you realize the next kind of lens you want to get and have more time to save up.
