Those are hobbles to help keep the horse under control.

That sounds very painful to the horse...poor thing

Very good action shot however, by cutting off the face its like your trying to protect the identity of the horse and thus making this photo a sorta plea to stop chaining horses...maybe I just ran with that but thats what it said to me??
