West Bay

I took this a few months ago on my way back from work. It is a 6 shot HDR shot (HDR allowed me to remove most the haze that is present), Due to the harsh light that is present in Qatar through out the day a Polariser was used. Camera set up was Nikon D3200, Tripod and remote shutter relese, 35mm 1.8, f12, iso100, and shutter was from 1/80 - 1/250 from what I remember. Even tho I am relativly happy with how the whole thing turned out something is nagging me about the photo and I am not too sure what it is. If I were to re-shoot the photo I would probably try having less water and sky (unless the sky had some serious cloads). What does every one else think? I was going for the classic City Scape landscape photo, I did try to do this shot without realying on a HDR composition but no matter what the photos I took just looked overly bland.
Any comments or suggestions would be highly appreciated.
