What flashgun(s) to buy? And maybe a lens too?

Hey all!

New around here so I hope I post this in the right place...

I want to ask you what flashgun I should buy. I have only recently started with photography and my dad and his wife asked me if I would like to take photographs of their wedding upcoming Octobre. I know what you're thinking! But this is a small wedding, not religious, just a small scale Dutch wedding. They will get married by a government official and then move the party to a small Greek restaurant. I've been there a few times and it's a pretty low light situation...

Now, I have a Nikon D3100 with its kit lens and a 50mm 1.8. I know my camera doesn't perform well at above 1600 iso so I definetely need a flashgun! My budget for the flashgun is 250 euros (but it can be less!). Also, I might want another lens. Maybe a 17-70? Any advice would be appreciated!!
