What kind of effect has been added to these pictures?

I have run across these pictures on instagram and have been looking for a iPhone app that has this effect on pictures and also looking to find the name of this effect?

that looks like either HDR, HDR effect or single image tone mapping.

Yeah I was thinking that is was possibly HDR and also softened up, but I can't seem to get the same effect with anything I do.

I am pretty sure its what I said. Depending on what filers that person used and what not will determine how it looks.

here are a few I have done that are just about the same…looks like in the first picture that person did they added some film grain.
