I know how some churches do not let people use off camera flashes. I'm wanting to get a good on camera flash without breaking the bank for my rebel xs. Anyone know of a good one? What do you all use?

550 EX.. should be around $180-220

In my experience, a lot of churches do not allow any kind of flash photography at all during the ceremony.

580s & 430s
580 can sync fire the 430 or other 580s set on tripods

I just got a Yongnuo 468 for my canon (i think 465 is for nikons) and it's seems great and was very cheap. It has E-ttl and manual. I also got a 460 that is manual only for off camera using my Yongnuo RF 602 wireless flash triggers. Got it all on ebay...

The best choice is probably the Canon 580EX, followed by the 430EX.

'Breaking the bank' means different things to different people...so what is your budget?

Are you asking because you are being paid to shoot weddings? Because if you are...you'll need at least two flashes (in case one stops working). And of course, at least two cameras etc.
