Where can I get this filter

I was reading this book on how not let too much light into the shot when shooting a stream or waterfall so you don't blow out the pic. It says to get a stop-down filter, not step-down which is what I get from my results when I enter it. Where can I find this?
 
Sounds like you're looking for a ND (neutral density) filter. There are different grades, that let different amounts of light in. You can stack them too (if the filter has front thread), to get the right amount.

Yup, neutral density filter.

You can also use a polarizing filter to block some light and it may also help with reflections and other things.
