which lens

im in need of a new lens but cant make my mind up which one of the following lenses will be more suitable for what i need. ive just been asked to submit pictures on a regular basis to a local paper, the pictures will be of various subjects for example motorsport,wildlife,landscapes,portraits etc. ive got the larger lenses covered as ive just bought a canon 100-400 f/4.5-5.6l is usm lens but i need a decent quality smaller zoom lens for portraits and pictures to accompany stories. ive narrowed it down to 2 they vary massively in price but that doesnt really matter, i chose the first one because it is a good quality lens for the price and i chose the second one because it is a image stab lens that would be great for grab shots on the move.

which should i buy???????

given the choice - the second one - wider zoom and it is an L glass
