Which would benefit a newbie more?

I was planning on purchasing a lighting kit however I was wondering if an external flash is something that would benefit me more. This is the lighting kit I am looking at...

Should I look into a external flash instead? And even if so...would a sufficient flash be around $200? Any suggestions on an external flash that would be good to start off with? I understand that if I have the flash it can be brought with me anywhere as the lighting system cannot. But the flash is a one directional light source. I guess I'd like some opinions. (to confuse me more)

BTW-I love portrait photography.

For portraits, you'll want strobes. Constant lights will cook your subjects.

:er: From what I saw strobes were out of my budget. Unless you have some recommendations...
