If the price difference is small (under $100) I would go for the D5100. It has slightly better peformance but the flip-out screen will be a plus. Otherwise, I don't recommend moving up small step. Many times, you won't even notice the difference.
If you are really looking for an upgrade because you feel limited with the 3100, then I recommend D7000. If you like the flip-out screen and use it a lot (on your P&S) but don't need the semi-pro body features, then I recommend D5200 for same price as D7000. Either of these cameras will be a BIG jump from D3100 and will last for years even after you upgrade to a higher model.
