Would this Pic make a good HDR image?

Not really. The range of the scene has been captured in one frame. It just needs some good PPing.
 
Well, the image itself the top of the building is chopped off so I'm not a huge fan of the framing.

Maybe if you shot a different time a day where the sky was more bright then you would need more exposures to capture the full dynamic range.

I would try to go out there and reshoot, work on composition and framing. Then put it through some Post Production.

To answer your question, details will pop a little more with some types of HDR processing if that's what you're going for.
 
No, but proper exposure would help it out, alot.
 
I agree, you need to adjust the exposure and contrast.
